Unified Planning Work Program
The Farmington MPO plans it work and budgets for expenditures for two federal fiscal years in one document. This is consistent with NMDOT reporting.  On June 19, 2014, the Policy Committee approved the FFY2015-2016 UPWP that outlines planning activities and the MPO budget for the next two fiscal years, effective as of October 1, 2014. This document was later amended and the amendment approved by the Policy Committee on January 28, 2016. The FFY2017-2018 UPWP was approved by the Policy Committee on June 23, 2016.

For past work, the MPO reports on its activities and expenditures each quarter, and then produces an annual report summarizing those activities. These reports are provided below.   The Final Plan for the Farmington MPO Intelligent Transportation System Architecture is available. This is a road-map for transportation systems integration in the Farmington Metropolitan Planning Organization area over the next 20 years. The architecture has been developed through a cooperative effort by the regional transportation agencies, covering all modes and all roads. The architecture represents a shared vision of how each agency’s systems will work together in the future, sharing information and resources to provide a safer, more efficient, and more effective transportation system for travelers in the region.

Annual List of Federally Obligated Projects
At the end of the federal fiscal year, the Farmington MPO is required to publish an annual list of federally obligated projects.
Title VI Plan
The Title VI Plan for the Farmington MPO assures that no person shall on the grounds of race, color, national origin, gender, age, or disability be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any FMPO program, activity, or service.  The FMPO Title VI Plan identifies how Title VI requirements will apply to MPO documents and the public participation process.  It also outlines the process for reporting and filing a Title VI complaint.

MPO Major Thoroughfare Plan
The purpose of the proposed MPO Major T-Plan is to provide a safe, convenient, and efficient regional transportation network that is adequate to serve local and regional transportation needs. The regional plan establishes the framework for the acquisition, preservation, and protection of existing and future rights-of-way from building encroachment.  The MPO adopted the Major T-Plan in September 2010. The Policy Committee amended the MPO Major T-Plan on August 7, 2012 to reflect revisions made to the City of Farmington Major T-Plan.

Transportation Performance Management
The Federal Highway Administration defines Transportation Performance Management (TPM) as a strategic approach that uses system information to make investment and policy decisions to achieve national performance goals. Until the Farmington MPO undergoes the 2045 Metropolitan Transportation Plan (MTP) update, any action the FMPO takes in regards to TPM will be done so via a Policy Committee Resolution.

Access Management
The MPO adopted the access management plan on January 8, 2009.  The plan provides useful techniques for preserving capacity of regional roadways, improving safety, and controlling access points along corridors while ensuring that roads function the way they are intended.

The Access Management Plan was adopted:
  • Policy Committee on January 8, 2009.
  • City of Farmington on February 10, 2009.
  • City of Aztec on February 14, 2009.
  • San Juan County on February 17, 2009.
  • City of Bloomfield on February 23, 2009.
Road Network Inventory
The road network inventory was created to make one database of all of the significant roads in the MPO.  This includes all roads where traffic counts are conducted plus any roads with functional classifications that are "collector" and above.
MPO Socioeconomic Data
The MPO gathered population and employment data that was used to determine base year and projected future population and employment figures.  The entire MPO is divided into traffic analysis zones (TAZ), which are geographic areas characterized by similar land uses.  Each TAZ has population and employment data based on those land uses.
